Well, the Declaration establishes the Condo Association itself, contains the use restrictions, the maintenance requirements, and defines the common elements.
The Bylaws set up the corporation and how it is going to be run. It contains provisions on the board of directors, who is eligible, what the duties are, how they are elected and what their powers are.
The Rules and Regulations set up guidelines and rules for owners and tenants to follow and reiterates the use restrictions set forth in the Declaration in simpler terms.
